Yellow vesters protesting Notre Dame donations

Around $1 billion has been raised for the restoration of Notre Dame after last week's big fire. This raises some interesting issues for engaged buddhism and charitable giving in general.

$1 billion is probably more than necessary for what is needed to restore the Cathedral. Should the funds or at least extra funds be used to be given back to the people in social programs, aid to the poor? Or should the donors' wishes be upheld and the funds only used for Notre Dame?
